PAICV accuses Government of violating the Budgetary Framework Law

Praia, Aug 24 (Inforpress) – The Secretary-General of the Cabo Verdean Party of Independence (PAICV), Julião Varela, said today that the Government is violating the Budgetary Framework Law because it is collecting revenues from visas charges, which are not budgeted.

He explained that the Budgetary Framework Law clearly states that a non-budgeted revenue shouldn’t be collected, trhat’s why the Government is illegally charging visas, since they have not been included in the 2018 budget.

“The Government envisaged the entry into force of the visa waiver from 1 January 2018 and therefore was not included in the 2018 State Budget. But since the visa waiver law did not enter into force, the Government continues, illegally, to collect these visas charge”, he denounced.

The PAICV estimates that since January this part, the executive has already collected thousands escudos, illegally, and are being used in a non-transparent way.

In this regard, it considers that there is an illegality which even deserves the intervention of other entities, namely the Court of Auditors, which must monitor successively and concomitantly the implementation of Government expenditure.
